To answer your questions:
As you maybe know mr. de Vries Junior is missing. Apparantly mr. de Vries Senior has obliged himself to take care of things concerning the boy Ado and promised to send some money.
For financial-technical reasons all Senior's gifts above the amount of $3000,= are handled by the Foundation. To fulfill certain regulations set by Dutch law according to standard procedures blabla there are forms to be filled in and proof is to be delivered.
The boy then has asked mr. de Vries Senior to take contact with you as his representative. Mr. de Vries asked me to handle the matter as Foundation representative.
Personally I never had contact with the boy, and I don't know about any warrant and why you were not informed in time as it seems. I suppose you'd better ask the boy and mr. de Vries Senior themselves about this.

The numbers in the Lycos Mail Signature are from my firm's Groningen branch, but I am hardly there. In case of great urgency you could give it a try, or leave a message. In fact I hate to talk to people by telephone, so I travel a lot in order to always have real personal contacts. I prefer email by far, it can be handled in a time and a speed you choose yourself.
